The Venezuelan Foreign Ministry denounced before the international community the violation of international law and the Charter of the Organization of American States (OAS) in Tuesday’s session, where 18 countries approved a resolution on the South American country in which Gustavo Tarre Briceñococ is designated as Venezuela’s supposed “permanent representative” to the organization, “designated by the National Assembly, until new elections are held”.
Tarre Briceño is the person appointed by Venezuelan Congressman Juan Guaidó, self-proclaimed as Venezuela’s so-called interim president with the support of the U.S. government, to represent Venezuela in the OAS.
“It is one of the most unhappy decisions made in the long history of legal and political outrages of this Organization, a vulgar instrumentalization of blackmail and pressure against member states to satisfy the desires of Washington’s neo-Monroist policy,” the statement said.
The Foreign Ministry’s text described as illegitimate the acceptance of Gustavo Tarre as permanent representative “designated” by the National Assembly (NA) of Venezuela, which has been in contempt since 2016 and whose actions are null and void.
This action by the OAS ” confirms the coup d’état plan initiated last January 23, and aims to create conditions to deepen the interventionist aggression against our country, including the threat of military intervention,” the statement said.
Likewise, the Bolivarian Government affirmed that this resolution approved by the U.S. and its satellite governments in Latin America demonstrates that “they never had the necessary majority of member states to attack Venezuela and, in the end, were forced to empty the organization of all its principles”.
Venezuela leaves the OAS on April 27
The Ministry of Foreign Affairs expressed that the Venezuelan Government considers as null and void any “actions, decision and/or agreement adopted bilaterally or multilaterally within the OAS with the participation of a usurping political puppet”.
In addition, the Government reiterated its “indeclinable decision to leave the Organization of American States on April 27, 2019, in accordance with the denunciation made two years ago (…) when considering that the Bolivarian Republic of Venezuela cannot remain in an organization kneeling to the imperial and supremacist interests of the U.S. administration”.

The Government of the Bolivarian Republic of Venezuela denounces before the international community and the peoples of the world the blatant and criminal violation of International Law and the Charter of the Organization of American States during the Extraordinary Session of the Permanent Council of the OAS held on April 9, 2019, during which a group of satellite governments of Washington has given its backing to a political puppet designated by Donald Trump.
It is one of the most unhappy decisions taken in the long history of legal and political outrages of this Organization, and a vulgar instrumentalization of blackmail and pressure against member states to satisfy the desires of Washington’s neo-Monroist policy.
With the unlawful acceptance of a political puppet whose spurious existence is the consequence of the transgression of the legal system of the Bolivarian Republic of Venezuela, the OAS endorses the coup d’état plan initiated last January 23, and intends to create conditions to deepen the interventionist aggression against our country, including the threat of military intervention.
With this decision – which plunges the OAS even further into disrepute and illegality – the United States and its satellite governments have shown that they never had the necessary majority of member states to attack Venezuela and, in the end, were forced to empty the organization of all its principles.
The Bolivarian Government of Venezuela, faithful to its republican and democratic principles, to its Constitution and to International Law, emphasizes that it will not recognize any political emissary, regardless of the title or denomination given to him before the OAS, that has not been appointed in accordance with constitutional provisions, that is, by the highest representative of the National Executive Branch and Head of State of the Bolivarian Republic of Venezuela, President Nicolás Maduro Moros.
In this regard, the Government of Venezuela informs that any action, decision and/or agreement adopted bilaterally or multilaterally within the Organization of American States with the participation of a usurping political puppet, will be considered by the Venezuelan Government as a null act and devoid of legality. Therefore, the Venezuelan State shall not be bound by the provisions of this Agreement.
Faced with the obvious failure of the coup d’état that began last January, the Trump Government has moved its political pawns on the continent to undermine the democratic will of the Member States and give legal veneer and dubious oxygen to aggression against Venezuela. Washington has forced a criminal decision, it has embarked on a dark route that casts a shadow over the future of relations between states on the continent.
The Government of the Bolivarian Republic of Venezuela reaffirms its indeclinable decision to leave the Organization of American States on 27 April 2019, in accordance with the denunciation made two years ago, and within the framework of the corresponding procedures, considering that the Bolivarian Republic of Venezuela cannot remain in an organization kneeling to the imperialist and supremacist interests of the United States administration.
