Because of the attitudes and facts that have been presented, we have come to the conclusion that the Government will not facilitate, in the short term, an agreement on the protocols for the release of the uniformed detainees arrested on August 3 in Chocó and August 8 in Arauca.
Immediately after these arrests occurred, we publicly expressed our willingness to make a prompt release once the protocols used in these humanitarian operations could be agreed upon. However, the Government has opposed the presence of international third parties from the Guarantor nations which have always accompanied these operations. For this reason, the releases that could have been made three weeks ago, have not yet been done.
Given this situation, we have decided to make the releases on our own, at the risk of not having the minimum conditions, so that these humanitarian operations can have the best outcome, without putting at risk the life of the members of the armed forces that we are going to release, of personalities who contribute to this operation and of the guerrilla forces that participate in it.
We have already held the State armed forces responsible for any fatal incidents that may occur in these humanitarian operations. On our part, we will make every effort so that this does not happen.
We call on the Guarantor countries, the Group of Countries of Support, Accompaniment and Cooperation (GPAAC), the UN, the Church and the various organizations of Colombian society, to accompany these liberation operations, to be vigilant, and with this help, to acheive a successful outcome and that no misfortunes occur, like other events in the history of the country.

LLAMADO A LA SOCIEDAD PARA EL ÉXITO DE LAS LIBERACIONES HUMANITARIAS
Por las actitudes y los hechos que se vienen dando, hemos llegado a la conclusión que el Gobierno no facilitará en el corto plazo, un acuerdo sobre los Protocolos para la liberación de los uniformados detenidos el 3 de agosto en el Chocó y el 8 en Arauca. El tiempo pasa y con ello aumentan los riesgos de un desenlace fatal, para la vida e integridad de los detenidos.
Inmediatamente ocurrieron estas detenciones, expresamos públicamente nuestra disposición a realizar una pronta liberación, una vez se acordarán los Protocolos acostumbrados en estas operaciones humanitarias. Sin embargo, el Gobierno se ha opuesto a la presencia de Terceros internacionales de los países Garantes, que siempre han acompañado estas operaciones. Por esto, las liberaciones que se habrían podido realizar hace no menos de tres semanas, aún no se han hecho.
Ante esta situación, hemos decidido realizar las liberaciones por nuestra propia cuenta, a riesgo de no contar con las condiciones mínimas, para que estas operaciones humanitarias puedan tener el mejor desenlace; sin colocar en riesgo la vida de los miembros de las Fuerzas Armadas que vamos a liberar, de personalidades que contribuyan con esta operación y de las fuerzas guerrilleras que participen en la misma.
Desde ya responsabilizamos a las Fuerzas Armadas estatales por cualquier incidente fatal que se pueda presentar en estas operaciones humanitarias. De nuestra parte haremos todos los esfuerzos para que ello no ocurra.
Hacemos un llamado a los países Garantes, al Grupo de Países de Apoyo, Acompañamiento y Cooperación (GPAAC), a la ONU, a la Iglesia y a las diversas organizaciones de la sociedad colombiana, para acompañar estas operaciones de liberación, a estar vigilantes de las mismas y con ello ayudar a que tengan un desenlace exitoso y a que no ocurran desgracias; como otras acontecidas en la historia del país.
